Growing a Successful Federal Contracting Small Business, Thursday, March 21, 2019

Other Transaction Agreements (OTA's) - A game-changer in federal contracting. How can your company leverage these non-standard procurement contracts? This program will define OTA's, their role within the Department of Defense, and to discuss in greater detail a specific category of OTAs that may be procured in this manner. The principal purpose of OTA is for Research and Development, Experimental Use, and cutting-edge technological solutions to advance the DoD mission. (OTAs) have been around for decades, but not many companies know about them and not many Government Agencies use them to their full potential. OTA's fall outside of the Federal Acquisition Regulation (FAR) and are not subject to the Competition in Contracting Act (CICA). They provide vastly greater flexibility in terms and conditions and can significantly reduce the acquisition timeline to award a funded agreement. In the most basic sense, they are meant to align Government procurement with commercial practices in order to bring the right people to the table. Many companies flat-out refuse to sell to the Government because of the burdensome overhead that they would need to adopt. Unfortunately, this limits the innovation pool for certain Government customers and can hinder our Nation's defensive capabilities if we are not getting the best technology, equipment, or supplies to the individuals responsible for safeguarding US interests. Speaker: Capt. John Kenney, USAF Capt. Kenney serves as a Contracting Officer for Special Operations Command (SOCOM) at MacDill AFB executing Research and Development contracts for the Tactical Assault Light Operator Suit (TALOS) effort. He also is an Agreements Officer and facilitates major outreach events to identify novel commercial technology and award Other Transaction Agreements (OTAs) for tailored solutions to advance the mission effectiveness of SOCOM's personnel. He has helped launch SOCOM's first-ever Collider Event and Disrupter Event.
