John Hale, Keynote Speaker at 29th Annual Government Small Business Conference

John Hale III is the Director of the Office of Small and Disadvantaged Business Utilization at the U.S. Department of Energy. In this role, Hale advocates for small businesses including small disadvantaged, 8(a), women-owned, service-disabled veteran-owned, and Historically Underutilized Business Zone businesses. He is committed to increasing contracting opportunities awarded to small businesses, establishing goals, promulgating policy, and developing programs to encourage small business participation in procurement opportunities. Hale also specializes in guiding small businesses through the process of contracting with the U.S. Department of Energy.

Hale is the former Deputy Associate Administrator for the Office of Capital Access at the U.S. Small Business Administration (SBA). The primary focus of this effort included improving the agency’s strategic partnership with its lenders and their federal bank regulatory agencies. Moreover, he engaged lenders to identify opportunities for the SBA to design efficient programs that they would embrace with enthusiasm while optimizing credit quality.

During his tenure, several key accomplishments included:

Generation of a record 61,689 loan approvals totaling to $30 billion of project financing in FY2011 representing a 13% increase in approved loans and a 45% increase in approved dollars; Implementation of strategies that attracted over 1,300 new and returning lenders that made SBA loans in FY2011; and engagement of the Federal Deposit Insurance Corporation to provide credit risk management training for SBA staff and collaborate with risk management modeling and metrics to enhance SBA’s off-site monitoring of 4,500 lenders.

Prior to joining the SBA in January 2011, Hale worked for an internationally renowned turnaround consulting firm serving as a Chief Restructuring Officer for numerous underperforming middle market companies. Additionally, Hale served in several capacities at two super regional banks, including an internal consultant focused on re-engineering processes and evaluating capital budgeting projects, a Vice President middle-market loan officer, and a Vice President special assets officer. He also worked as an Engagement Manager serving the financial services industry for a national business consulting firm.

Hale holds a master’s degree in finance from Carnegie Mellon University and a bachelor’s degree in political science from the University of Michigan.

Cassius F. Butts was appointed by President Barack Obama in 2011. He is responsible for the delivery of SBA programs in Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. During his appointment, Cassius has managed oversight of five record-breaking years for SBA lending in Region IV. Nearly $2 billion in SBA-backed loans were awarded in South Florida, and nearly $20 billion in loans were awarded to small businesses within the aforementioned eight states.

Nationally, there has been a 19 percent increase in lending to women, and a 27 percent increase in lending to minorities. Approximately $91 million in government contracts to small business was achieved last year. The SBA’s 8(a) Business Development Program is at an all-time high, with $2.4 billion in contracts awarded in Region IV last year.

In Florida, the SBA and its resource partners have trained more than 62,000 entrepreneurs. The Florida SBDC Network has been responsible for training 24,054 of those entrepreneurs.

Prior to joining SBA, Cassius was employed with the U. S. Department of Housing and Urban Development (HUD) where he began his federal career as a Presidential Management Fellow/Branch Chief in 2002 under the Bush Administration.  It was at HUD where he assisted and advised the scoring committee on the newly established Multi-Million Procurement Contract. Since 1992, Cassius has worked in leadership positions for Bank of America, Fleet Bank and the City of Atlanta.  As a small business owner, he co-founded CB Consulting Group, LLC, which primarily offered entrepreneurial, strategy and community engagement services.

He continues to write as a guest op-ed columnist, lecturer and has co-authored over 50 business and entrepreneurship related columns. Cassius has also been featured on NPR, CNN, and ESPN. He has received many awards and recognitions including a U.S. House of Representative Proclamation for his achievements.

An advocate for mutual partnerships; he has assisted to forge more than 100 strategic alliances with business chambers, associations and foundations. In 2013, he was appointed to the National Partnership Council.

Cassius is a graduate of Edgewater High School in Orlando, Atlanta’s Morehouse College and Clark Atlanta University’s School of Public Administration, and he obtained his Certificate of Grant Writing from Emory University’s Life Learning Institute. Cassius’s defense graduate exit paper was on the City of Atlanta’s Equal Business Opportunity Program, which is still utilized today. Cassius is a proud member of the Kappa Alpha Psi Fraternity Incorporated; 100 Black Men of America, Atlanta Chapter; and Sigma Pi Phi Fraternity, Kappa Boule Chapter. He is also a 2012 graduate of Leadership Atlanta.

Florida SBDC Network

The Florida SBDC at the University of South Florida is a member of the Florida SBDC Network, a statewide partnership program nationally accredited by the Association of America’s SBDCs and funded in part by the U.S. Small Business Administration, Defense Logistics Agency, State of Florida, and other private and public partners, with the University of West Florida serving as the network’s lead host institution. Florida SBDC services are extended to the public on a nondiscriminatory basis. Language assistance services are available for limited English proficient individuals.
